Steps to follow in the procedure:
- Verify that the works to be carried are subject to the urban planning license regime.
- Fill out the self-assesment form for the fee for the provision of urban planning services and make payment using one of the established forms.Pay the Construction, Installations, and Works Tax (ICIO), if applicable, as well as any other relevant taxes through self-assessment.
- Collect the necessary documentation to submit with your application. You can find a list of required documents in the “Documentation” tab of the urban planning licence section of the city council website.
- Submit the basic license application through the electronic platform or, if applicable, in person.You must have an electronic identification and electronic signature system.
- Within 10 days of submission, municipal services will check your application and documents. If everything’s in order, you’ll be told the maximum time for a decision and what happens if they don’t respond in time (administrative silence). If any information is incomplete or documents are missing, you will be notified to rectify or provide additional documentation. Failure to do so within the specified timeframe may result in your application being deemed abandoned.

- In person: at the offices of the relevant municipal body (Urban Development Department, Activities Agency, or District Municipal Boards). In certain cases,you might need to book an appointment beforehand.
