  1. Verify Eligibility: Ensure the project requires a first occupation and operation license under urban planning regulations.
  2. Complete Self-Assessment form and Pay Fees. Fill out the self-assessment form for the urban planning services fee. Pay the corresponding amount using approved payment methods. If applicable, complete and pay the self-assessment for the Construction, Installation, and Works Tax (ICIO) and other relevant taxes.

  4. Submit the Application: Electronically: Through the Madrid City Council’s online platform, Electronic identification and signature are required. In Person: At the relevant municipal offices.
