Steps to follow in the procedure:
- Verify if the works to be carried are subject to an urban planning license for first occupation and operation
- Fill out the self-assessment form for the fee for the provision of urban planning services and make payment using one of the established forms. Pay the Construction, Installations, and Works Tax (ICIO), if applicable, as well as any other relevant taxes through self-assessment.
- Collect the necessary documentation to submit with your application. You can find a list of required documents in the “Documentation” tab of the urban planning licence section of the city council website.
- Submit the application through the electronic platform or, if applicable, in person. You need an electronic ID and signature.
- Within three months of submitting the license application, municipal or collaborating technical services will visit the site to verify that the work complies with the license. The results of the visit will determine whether the license is granted or denied. The City Council and, if applicable, the Collaborating Urban Development Entities, are authorized to carry out verification, control and inspection activities.

/ Approximate costs
- The amount of the fee for the provision of urban planning services (acts of verification of the execution of works and the exercise of activities) by self-assessment will depend on the surface area of the works and/or activities.
- If applicable, the ICIO (Tax on Constructions, Installations and Works) must be paid by self-assessment, based on the declaration of the actual cost of the completed work.
- In certain cases, other applicable taxes must also be paid.
/ Resolution period
Since it is not a license application, there is no administrative resolution. Therefore, the declaration of responsibility will take effect from the date of its submission, provided that all the corresponding documentation has been submitted and the established requirements have been met.

- Online:Through the “Declaración responsable para la primera ocupación y funcionamiento” (Declaration of Responsibility for First Occupancy and Operation) procedure, which is accessed through the Madrid City Council’s electronic platform.You can use one of the following systems, depending on how the previous urban planning license was processed
- In person: at the offices of the relevant municipal authority or department, depending on their specific areas of responsibility (Urban Development Department, Activities Agency, or District Municipal Boards). In certain cases, you might need to book an appointment beforehand.

- First occupation and operation of a complete building.
- First occupation and operation of a part of a building, such as converting a commercial space into a home, expanding the building, or using it more intensively
