| Instruction DGM 1/2023 on the practical aspects of applying Law 14/2013, of September 27, concerning requests for residence authorizations for entrepreneurs.
If the applicant is outside Spain, they must apply for a visa at the relevant Spanish Consulate or Embassy.
The applicant may apply in person, or an accredited representative can act on their behalf.
Important: Some consulates and diplomatic missions have outsourced visa processing to an external provider (BLS Spain Visa)
The final decision regarding the granting of a visa lies with the Spanish consulate or diplomatic mission.
Once in Spain, and before the visa expires, which is usually for one year, or at most within ninety days after its expiration, the applicant must apply for residence authorization.
If the applicant is already legally in Spain, they should apply for residence authorization with the Unit for Large Companies and Strategic Groups (UGE-CE).
Before submitting a visa or residence application, the applicant must obtain a favorable report on their project, which allows them to be classified as of general interest.
This report should be requested:
If outside Spain and applying for a visa, from the Economic and Commercial Office of the Spanish Embassy.
If in Spain and applying for residence authorization, from the National Innovation Company (ENISA) regarding the entrepreneurial activity and business via its website, after registration in its system, clicking on “Residence Authorization for Entrepreneurs” and completing the form. The

The Unit for Large Companies and Strategic Groups (UGE-CE) will request ENISA’s report on the business project, so the applicant does not need to submit it.
For the evaluation, priority will be given to job creation in Spain. The following will also be considered:
The professional profile of the applicant, their training and work experience, and involvement in the project. If there are multiple partners, each one’s participation will be evaluated, both for those applying for a visa or authorization and for those who do not require the same.
The business plan, mentioning at least the following elements:
Project description: business activity to be developed, start date, location, legal form of the company, potential economic impact of the investment, description of the number of jobs expected to be created, and their roles and qualifications, planned promotional activities, and sales strategy.
Description of the product or service: detailed description, including innovative aspects.
Market analysis: market evaluation and expected evolution, competitor description, potential consumer evaluation, and supply-demand analysis.
Financing: required investment, sources of financing, and financial plan.
The added value for the Spanish economy, innovation, or investment opportunities.
Additionally, applicants mus:
Collect the necessary documentation and verify that the requirements are met (it is recommended to access the UGE-CE website for updated information).
Pay the fee associated fee.Important: After payment, the complete reference number (NRC) will be obtained, required for submitting the application.
Complete the application form according to the standardized model. The PDF of the application includes filling instructions
Submit the application via the “International Mobility Residence Authorization Applications” process available on the electronic platform.
Residence Authorization Validity:The residence authorization for entrepreneurial activities is valid throughout Spain for three years. After the initial period, it can be renewed for two years, with the possibility of obtaining long-term residency after five years.
